Here’s a good map of the current balance of power in EVE Online. Goonswarm definitely has the largest number of systems under their control, but there are plenty of others out there holding down the fort such as Tau Ceti, Atlas, and Legion. The large area in the middle is “high sec” where it’s relatively safe to roam about the universe.
